SESAC: Sustainable Energy Systems in Advanced Cities

Concerto proposal

1 Concerto:

The Commissions Concerto-initiative is intended to support and accelerate an innovative and large scale integration renewable energy, advanced energy efficiency and systems for poly-generation linked together with concepts for Eco-buildings. (See Work-program Priority 6.1, call 2004.SM)

The Concerto-initiative is mainly targeted for “high performance communities with a broad and strong commitment, from the political level through ought the energy utilities and industries to the end user level” Communities showing this level of commitment, will through the Concerto-initiative have a substantial possibility to gain the Commissions support to form consortiums in order to realise and implement the proposed projects.     

 

2 In General:

The City of Delft hereby confirms its interest and commitment to form a consortium and developing a Concerto proposal. If the proposal gains the support from the European commission, our ambition and commitment is to implement the proposed actions and projects. 

 

3 The proposed actions and projects are:

  1. Design, engineering and realisation of Low temperature district city heating grid
  2. Design, engineering and realisation heat transfer equipment, back-up facilities etc to feed a Low temperature district city heating grid
  3. Design and integrating of advanced energy saving measures in locations mentioned further
  4. Connection and integration to new housing at the VDD location by means of tendering
  5. Connection and integration in the renovation of the Poptahof area by means of tendering
  6. Connection and integration in the energy-neutral new town hall by means of tendering
  7. Monitoring of decision processes, design and building activities and socio--economic effects
  8. Training of professional staff and instructions to tenants and building owners.

 

Naturally the city of Delft will play a leading role in tendering procedures. By involving itself in the decision making processes, financial issues, or planning issues, the city will make most of its powers in other parts of the processes. The city will take a leading role in the formulation of ambitious goals and will facilitate it’s natural partners in the processes (i.e. DelftWonen, Utility Services, possible ESCO’s, etc) to acknowledge, commit and reach these ambitions.

 

4 The proposal process:

The City of Delft hereby confirm our commitment to participate and fulfil our part in the process of elaborating the proposal in according to what’s stated the attached document, SESAC Concerto Workplan 2003-10-30.

 

5 Cost model and an average man month rate:

In the project the city of Delft will be using the Full Cost model (FC, FCF, AC)

The average person month rate will probably be 5660 Euros.

6 Non-competitive clause:

The city Of Delft hereby confirms that we are not taking part in any other competing consortium for this call for proposals.

 

7 Non-disclosure agreement:

The city of Delft hereby confirms that we won’t disclosure any project information or results, that any other member of the consortium, in according to their MOA, has stated as vital IPR, Intellectual Properties Rights, without consulting the consortium first.

The city of Delft hereby confirm that we won’t invoke any claims for non-disclosure

8 Exploitation rights:

The city of Delft hereby confirms that we will not restrict and counteract any further exploitation of the information and results generated from the project.
