A
structure plan, for the municipality Tshwane was made by the university of
Pretoria with support of the Technical University and the municipality Delft
for building, 1700 houses with a subsidy of the South African government.
The name of this project is
Eerste Fabrieke; named after the area. where the project will be realised. The
set-up of the project has been exhaustively described and clear agreements have
been made between the Delft and South-African partners.
Cooperation with experts from
Delft gave the municipal authorities of Tshwane much insight view on the field
of spatial scheduling and town planning.
The main result is a concept
planning for the development of the Eerste Fabrieke area. This concept exists
of a project plan and a step-by-step plan. Discussions in the formulation-phase
formed the basis for a definite planning for the coming years.
Sticking point is the lack of
experience in the realisation of a large-scale project. For this reason Delft
wants to give administrative support in the form of (shade -) project
management. The role of this Delft group will be to advise and assist in the
implementation of the project till 2009.

To develop a vibrant heart of
Mamelodi and Nellmapius, creating a new durable framework for the sustained
prosperity and safety of the community.

The two public squares and
public transport facilities will be ready. A part of the engineering
infrastructure will be materialized and the pedestrian underpass connecting the
both station facilities will be open to all. The Magistrates Court building and
the first phase of houses and commercial facilities will be under construction.

capacity of the Eerste Fabrieke town centre project organisation / structure

strategies which lead to better community participation and involvement of
third parties thus assuring the commitment for the project

To set up an appropriate
project organisation / structure which is needed for the next phase of the
Eerste Fabrieke project, in which the approved plans will be implemented.

To contribute to the
Environmental Impact Assessment (EIA) with emphasis on sustainable urban
planning aspects such as water management issues, the movement of the (100
year) flood line and nature conservation and adding energy efficient
infrastructure and construction methods.

To increase and spread
commitment for the project within and outside the Tshwane organisation.

In
the City of Delft a counterpart project organisation / structure will be set
up, which will include management, political representatives and the relevant
experts. This organisation / structure will follow and assist in steering the
project and provide assistance to the organisation in the City of Tshwane
whenever the need arises. This assistance will be given through permanent
contact through telephone and email and special activities as worked out in the
scheme.

The first moment of
evaluation will be in February 2006, by that time the general project manager
should be appointed, which is very important for the rest of the project.
During the first workshop in February a system and a schedule of monitoring and
reporting will be worked out.
