The subsidy application for the
approval of the Tshwane Social Housing Policy by the Municipality
MULTI-YEAR PROJECTS
1. Indicate the local
background of the project
The local background of the
project in general is given in the previous chapter.
2. Local problem description
The Institutional Housing Section of the City of
Tshwane together with Dutch support from the City of Delft completed a Draft
Social Housing Policy Document in November 2004. Since then the proposed
National Social Housing Policy (NSHP) was approved by the National Department
of Housing (NDOH). The Tshwane Draft Social Housing Policy needs to be revised
in order to align it with the National Social Housing Policy before it can be
approved by the Council. An important new regulation in the NSHP is the
identification and approval of Restructuring Zones by Municipalities as a
condition to get grants for social
housing development. Due to a lack of capacity in the Institutional Housing
Section, this revision of the policy document cannot be completed in a short
period without Dutch support.
The NSHP stipulate that a Regulative Authority will
be formed on National level to regulate the accreditation of Social Housing
Institutions (SHI’s) and other Institutions that will apply for grants to
develop social housing projects.
The NSHP also dictates that a performance agreement
is required as part of the relationship between SHI’s and the Municipality. The
Municipality will need support from the City of Delft during the process of
regulation Housing Company Tshwane (HCT) and the formulation of a performance
agreement as part of the twinning relationship. The responsibilities of both parties for the coming years will be
stipulated in a MOU.
3. Analysis of actors/
target groups

The city of Delft and the VNG
were involved in the start-up phase of this project by providing the City of
Tshwane with a student from the Technical University Delft (TUD) and an expert
on Social Housing. The expert is directly involved in the execution of the
project. At the same time the City of Delft will select another student.

The capacity building is
focused on managers of the Municipality and the board members of HCT.
·
The indirect beneficiaries of
the project are the Municipality and the home-seekers.
·
The executers of the project
activities are municipal officials (managers) and officials of the SHI’s.
4. Objective of the project
The objective of the project
is to strengthen the capacity of the Institutional Housing Section by spreading
sufficient knowledge and experience to enable the Section to formulate their own Social Housing Policy and
Performance Agreements. The short term objective of the Social Housing Section
is the approval of the Social Housing Policy by the Council.

Action

of Action refer to the scheme on the next page.
Important part of the Course
of Action also is the identification and approval of Restructuring Zones by the
Municipality.

6. Expected results
The approval of the Social
Housing Policy – including a performance agreement between HCT and the
municipality – by the Council in 2006.

The final approval of the
National Social Housing Policy is not available in May 2006.
·
The local elections expected
to take place early next year. This could cause a change in the Local Housing
Policy.
9. Evaluation, monitoring
and reporting
The first date of evaluation
and monitoring is July 2006, to check if the approved National Social Housing
Policy is available. The second date of evaluation and monitoring is in
February 2007 when the Local Social Housing Policy and the Performance
Agreements have to be approved by the Council.
