Housing Company Tshwane.

 

1.            Indicate the background of the project

 

Since 2002 the city of Delft and the DUWO-housing corporation have given their support to the municipality of Tshwane supporting the process of forming the Housing Company Tshwane. The city of Delft gave a financial impulse and the mayor of Delft and the director of DUWO became members of the board of directors.

But setting up the HCT remains a laborious process, even the appointment of an experienced manager has not produced the desired result and as a result of a recent amendment to the law the mayor of Delft and the director of DUWO cannot be a member of the governing board any longer

But there is progress too: in October 2005 the municipality of Tshwane has installed a new board of directors and a new managing director will be appointed very soon. In November 2005 two very large apartment buildings: Kruger- and Schubertpark, containing over 2100 units will be transferred to the HCT.

A formulation mission, that’s was carried out in September 2005 made very clear, that there still is a great need for support on the field of managing a large-scale house corporation. Especially

DUWO has made an employee available, who will support the HCT setting up a profitable, financially healthy organisation. Under certain conditions the municipality of Delft will provide a financial contribution again, and DUWO will raise funds for the training of the staff and employees of the HCT.

 

2.         Local problem description

 

The HCT needs to be developed from the current scale to a higher organization level to be able to deal with these changes and the opportunities made possible by the new National social housing policy .

However, in Tshwane there is no expertise on large scale Housing-Companies. Although the above mentioned progress gives opportunities, there are also lots of problems to be solved.

In November 2005 the HCT will grow from a small-scale housing-company, with approx. 90 units to a large company with more then 2100 units. The HCT will have a new board of directors and an unexperienced CEO which will need support to set up a good business plan, containing a.o. a maintenance program, and a technical and financial planning.

The analyses of the problems, solutions and the way Delft and DUWO will support the development of the HCT is thoroughly discussed with the HCT, the housing department of the municipality of Tshwane and the managing manager of the city.

 

3.            Analysis of actors / target groups

 

City of Delft, is involved in the development of the HCT since 2002. Gives financial support, which will able the HCT to strengthen the capacity to set up a good management-structure and a solid company

 

4.             Objective of the project.

 

The objective is:

That through the dissemination of knowledge and information Housing Company Tshwane is registered at the Social Housing Regulatory Authority as an accredited Social Housing Organisation by the end of 2008 and managing 2000 units and has 1000 units within several projects in development.

6.             Expected results.

 

The activities as mentioned in item 5 aim to develop capacity within the housing company. During the workshops the transferred knowledge will be discussed to relate this to the local situation. This will not give practical results at that moment.

By the time of evaluation HCT must have produced documents and a project plan based upon the workshops, such as:

-           project plan and  activity plan for accreditation,

-            description of the managerial structure of HCT,

-            description of the housing management in relation to tenants policy,

-            description of the technical maintenance policy.

 

7.             Indicators.

 

As mentioned above, at the moment of evaluation project plans and documents have to be finalised.

 

8.         Risk Analyses and Durability Analyses.

 

 

The following external factors can have a negative influence on the project:

-                      the local elections, expected to take place early next year. This could cause a change in the local housing policy,

-                      the National Social Housing Policy will not be implemented as expected at this moment,

-                      there are not presently capable members appointed on the Board of Directors and  the Chief Executive Officer position is still vacant. The promising expectations that exist presently could be frustrated by political influences at the last moment.

 

The sustainability of the project is guaranteed by the major changes that the National Government has made in the National Social Housing Policy. These changes are one of the results of the cooperation between the National Department of Housing of South Africa and the Housing Department of the Netherlands (V.R.O.M.). The structuring of social housing in South Africa will be similar to structures known in the Netherlands and therefore by the participants in the project. Several subsidies are available for the development of social housing associations, which can play an important role in solving the major housing problems in South Africa.

 

9.         Evaluation/ monitoring/Reporting.

 

There are two evaluation times.

The first evaluation date will be in January 2006. For the development of HCT it is imperative that the positions for the Board of Directors and the Chief Executive Officer be filled. If these positions are not filled by January 2006, the conditions to develop HCT from its current state to an improved one, are not good enough to spend any more time and money on.

The second evaluation date will be by the end of 2006. As expressed at item 6 HCT must have finalised project-plans and policy-documents that are established by the Board of Directors. During a visit to HCT this will be discussed.
